Diatom, Cyano, Dino or Combo

I'm just coming off of a 65 day fallow at 81°. It's been right around 2 weeks back now. My nutrients bottomed out while fallow and there was a small amount of brown on just the left side of the tank on the sand bed. As soon as I introduced fish back in the tank I started getting this "brown algae" all over the rocks in my tank. My levels are:
Nitrates: 5-10
Phosphates: >0.25
KH: 8
Calcium: 380
PH: 8.0
All tests done with API Saltwater and Reef Master test kits...
I have an algae reactor with Chaeto running alternate to my lights. I use Orbit Marine 48"- 60" IC LOOP PRO Dual lights. During full intensity they're ran at:
blue: 100
white: 60
red: 25
green: 25
7 hours daytime with an hour and half ramp up before and after. With a 5 hour moonlight with just 5 blue. I NOW know these aren't the best lights but it's what I got for now.

I have a One Spot Foxface, a Mexican turbo and about a half a dozen Trochus snails. None of them seem to be grazing on it..

I have a microscope ordered that should be here Wednesday. I know that will help a lot with identifying..

The tank has been running almost 8 months. I've had diatom bloom, green hair algae. Also cyano that I used chemiclean on and cleared up about 3 months ago.
I use RODI water. My TDS meter read 3 yesterday before mixing a fresh batch in my brute..

The time before this it was 0 TDS. My DI resin still looks good. Maybe the RO membrane??

I'm just worried my corals will suffer if I turn my white down. Since my lights aren't the strongest. I guess I can't "have my cake and eat it too".

Have you tested for silicates? Also, does (at least some) of the problem appear to go away at lights out, only to come back with lights on?

@PharmrJohn have not tested for silicates. I will look into that.
The sand bed looks clean and white when the light go out. The rocks still have the hair algae or whatever it is on it though.

The reason i ask is that diatoms like silicates. So I would say the sand has dinos spread about. Do you have a UV set up? These kinds of dinos are sensitive to a UV treatment. You'd just have to investigate the root cause of WHY the dinos and take care of it. You could dose MB7 after the dinos are gone to create a competition for space. Also, make sure your flow is adequate and there are no dead spots.

I'm assuming if it is dinos. The bottomed out nutrients during fallow probably caused it. ?
I can try to talk my wife into a UV lol.
I should have my microscope Wednesday. Hopefully I can find someone to help me identify what it is.

Yeah.....Tanks tend to be money pits. I found that out the hard way. But now that I've gone through it, I know what to expect with my upcoming build. It's a labor of love, a reef tank is. Wait on getting the UV until your scope comes in and you've got confirmation. Now, I don't know how to ID dinos and the like using this method, but there are plenty of people here that can. I'll be following to learn a thing or two. It blows me away, some if the things that are done these days. Fifteen years ago, no one used a microscope to ID anything (at least on the forum I used to frequent). It's pretty cool!
