dart fish in bare bottom tank?

Was thinking fire fish but want more that 2 (29 gallon bare bottom) could I do scissor tail or zebra dartfish group in my tank, they would be the only fish. My reading says they need sand?
I'm not experienced enough for a conclusive answer, but why would they need sand?
If you have rocks with dart holes, they will likely hide out in the rock instead.
My firefish always darts into holes in the rock when startled, and I have never observed it burrowing into the sand.

In my researched-but-inexperienced opinion, you do not need sand for dartfish.
