I'm keeping a new 3" Emperor Angelfish in holding tank for 6 weeks before adding to 400g community tank; Large Yellow Tang, Large Blue Tang, Medium Racoon Angel, Medium Butterfly, Small File, Small Naso Tang, Small Niger Trigger. Could the small size Emperor be a concern with the larger community fish?

I don’t see a big concern with this addition. You have a big tank and fish that aren’t similar (unless some of your fish are just a holes). Assuming you have large rock work and hiding places. Maybe prep a mirror just incase or do acclimation box.
