CO2 Tank Refill WEIGHT

I went to local craft brewing shop to fill my 5 lb CO2 tank. Couple questions:
1. For everyone out there that is NOT swapping CO2 tank and getting refilled, is the Vendor WEIGHING them?
2. My CO2 tank empty is 7.5 lbs and also stamped on tank. Refilled and took home to weigh, only weighted 9 pounds. I BELIEVE should have filled with up to 5 lbs of CO2, right? I took back tank and brought my digital scale. Emptied and Refilled again, 9 lbs. He said was filled. Does this sound right?

Yes, but perhaps the stamp is 3.5 and 9 is full?

I think the CO2 companies are not in the business of filling bottles half full, but perhaps their equipment is faulty?

Thanks for reply. The stamp on tank is actually 7.48 and verified with luggage scale was 7.5 lbs. empty. When filled I weighed at 9 lbs. I will try another craft co.

I get mine filled (exchage cylinder) at AirGas company. They haven't let me down. :cool:
