The skin lesions look like mechanical damage, but I can't account for that because it is the only fish in the tank.
Black clown show up ANY skin mucus quite clearly due to the color contrast. These spots might not even be visible on a white/orange clown.
In the video, the spastic movement could be due to flukes. Those in turn can cause mild skin mucus due to irritation.
How long was the freshwater dip? Those can provide temporary relief, but that is not immediate, it takes about 24 hours for the skin to recover if there were flukes.

Finally some decent photos. Do these help? As you can see there are no white “specks” on his body. Also no mucus. With the naked eye I can see mild discoloration on his gills similar looking to the ones on his tail.
