Cloudy quarantine newish set up

I've always had a quarantine tank but tore it down the last time after I had to use copper in it. I didn't plan to... but... I went to the pet store, saw a fox face which is hard to find here and bought it on impulse. So I got hone and put the quarantine tank back up in a quick like fashion. It's only been running for about five minutes (use live rock from display and display tank water) and some left over sand. In my rush to fill the tank, it must have stirred the sand. Now it's really cloudy. Is it safe to put the Fox Face in it?

What is left over sand? dry clean sand? sand that is dry but used to be in a tank? live sand from the tank?

Do you have a HOB you can put floss in?

Clean, dry sand, sorry. It's never been in a tank.

That's what is on it. And a mini protien skimmer.

It shouldn’t be harmful, some floss and time and it will settle
