That looks like coralline etching. If you run a razor blade over it does it remove anything? If no, then definitely etched. you will have to polish it out with jewlers rouge or let it be.

even with cerium oxide?
i've never gone that route but when a razor doesn't get rid of it i'm inclined to believe its etched into the glass.
another option that hasn't really been discussed is Mr. Clean magic eraser but i've never used one for an aquarium either.
