I've never had a chiller before and am unsure how efficiently they cool?

If I were to run a Chiller In-Line, between my existing reef tank Sump and Seashorse Display, could the chiller shave off ~-2-3 degrees (from 78F to ~75F), all in one pass, before hitting seahorse tank?

Home temperature ranges from 68-73 depending on time of year.

Not sure what you mean by one pass, but yes if chiller is properly sized to tank and ambient temp, it is very effective. Any, properly sized chiller would decrease your system temp by 2-3 F.
I suspect that properly chosen fan would do the same, unless you live in very humid climate.

In what I assume is a more normal chilling application, the chiller is hooked up to the tank and cooling the entire tank over time.

In my application, the chiller would be continuously fed ~78 degree water from my main system, and hopefully outputting it much lower to the seahorse tank. The seahorse tank water would then overflow back to the main system where it would heat back up to 78 before re-entering the chiller.

In typing this out, I think a more efficient way to utilize a chiller would be to do a closed loop system on seahorse tank, and maybe a lower flowrate to/from main system.
