Bulging Eyes on Wrasse

I received this Radiant Wrasse yesterday and he was in great shape. When he was released he swam around the tank like normal and ulitamly buried in the sand. This afternoon when get back from work its eyes are like this and its not swimming but breathing normally.
No aggression from other fish.
I know that these fish are very finicky when it comes to shipping

While injury to the eyes are possible, with both eyes affected, its likely an infection or gas bubble issue despite others not showing signs.
What is current ammonia and phos level and how are you testing?
The issue with fish is likely bacterial and will require treatment in a separate tank using either Seachem Kanaplex or Maracyn - Not maracyn two or oxy

Ammonia is non exisitent and Phos is around .02 .03 (hanna)

I have a separate tank but it just has anemones in it. Would that be a problem? Also the substrate isn't soft sand, its larger pebbles.

Yes as you dont want to use the antibiotic in presence of anemones or inverts
The coarse sand (large grain) may be a contributor to eye issue as the fish in attempt to dive into sand can injure the eyes

You can try Ruby Rally pro. It takes 2-3 days to start taking effect and works a little slower
