How are you testing? Negative probe in the earth/ground terminal of an electrical outlet and the positive probe in the tank water then what is the voltage is how I have been taught to do it. If you have 120v in that tank you are going to feel it.

Am I the only one to think that the OP is putting one of the probes in the HOT terminal on the outlet?

Is the outlet mis-wired? Is there a ground fault?

We need the OP to confirm how he is measuring it. Where is each of the multimeter probes touching???

I did exactly what he stated in this video.

I contacted BRS and they are sending me new heaters.

If that's what you did then definitely a faulty heater - that could be deadly.

Glad you're getting it replaced.
