The most likely is a feather caulerpa or bryopsis species that looks blue due to lightning:Any chance you could get better pics? Doesn't look like anything harmful, looks pretty cool. @ISpeakForTheSeas any ideas?
Other options are substantially less likely, and I would need closer pics to say for sure if it's any of them.Yeah, I can't see the offshoots from the stems well enough, but it's either Caulerpa or Bryopsis.
If it's Caulerpa, it'll have a stolon (a long "root" that runs along the surface of the substrate connecting each "feather" together at the base); if it's Bryopsis it won't (Bryopsis has rhizoids, which look more like actual plant roots).
