It’s 1.5 hours. Split them between 5 gallon buckets with 3ish gallons in each. I’d do 1 tang per bucket with a couple of smaller fish. Do 4-5 fish per bucket. No bubblers. No heater. You’ll be more than fine. I would recommend a lid so as not to have any spills.

Trust me. I’ve done it over 3 hours with clowns, tangs and wrasses.

Is bagging them all necessary?
Bagging fish keeps them separated, which is especially interesting if your bucket mates have caudal peduncles of death and are scared witless.

Bagging fish helps keep them from bashing into hard surfaces (buckets are more rigid than bags).

Bagging fish gives another level of separation from the outside world in case the bucket takes a digger.

Bagging fish adds a small amount of additional thermal insulation (the air trapped around and between the bags).

Traveling fish are best double bagged individually, and then the bags stacked inside a cooler of some sort. I'm a fan of having a big stack of styro boxes hanging around, mostly reused from frozen food shipments and the like, but a nice selection can be purchased from Uline. They are useful in situations like this one.
