Are you doing it dry or wet? Is the tank inhabited?

Marco makes a cement , and there’s a few two part epoxies out there. For out of the tank or while cycling.

I use JB water weld for putty. For glue, my hands down favorite is from ebay called coraladdiction super glue, very good stuff, cheap and doesnt dry out.

Oh shoot, thought you were talking glue and epoxy for frags. Disregard comment above. E marco is great stuff for aquascaping.

I used the NYOS reef cement. Its works pretty good under water. the catch with the NYOS is you have to mix it to a perfect consistency or it just completely crumbles in the water column. If you use it out of the water, it good stuff.

FYI, my way of dealing with the LR issue:
This may seem a bit nuts, but I drill holes in the LR and take white plastic clothes hangers, cut them in pieces and stack the LR any way I please.
The cool thing is, It can be taken apart anytime, re-scaped, and holes not used fit frag plugs perfectly.
I have been doing this for many, many years without any bad effects on livestock, water parameters, or any testable problematic possibilities.
FYI, My own DIY. No glue, No putty, no worries and have never had an avalanche. LOL
