When I used a par meter with my newly installed 6bulb t5's I wasn't even getting 250 below the waterline let alone 450. What am I doing wrong. It's 750 above the waterline.

I actually tuned my radions down so I’m maxing out around 300. I thought 400 was too high.

Are they up high - I run 2 ATI Blue Plus and 2 ATI Actinics as well.

About 10-12 inches off the water. Just high enough so I can still do maintenance without hitting them all the time.

Your PAR meter can't read the Actinics very well or get a true reading on the Blue Plus. I would pull one Actinic out and put another C+ in the mix. The whiter you go the higher your PAR meter is going to read when you get to the sand bed.
