Are there any forceps that can cut through frag plugs?

I swear I saw someone use forceps to cut the base of a frag plug off. Just wondering if this is correct.

I’ve used tin snips to cut off the bottom of some plugs. BUT I’ve also experienced frag plugs that were seemingly higher quality and didn’t snip under the same pressure/method.
