I think it's just there isn't a time limit, and there was a lag time on the item I was trying to purchase (war coral). So when the item went into my cart it was already sold.

Yes, all live sales like this are WYSIWYG. You have to get the item(s) in your cart and buy it before someone else does. The order has to be finalized.
