Anemone dying, not sure what to do

I would not cut or move the nem - that would induce more stress and damage it further. I suspect water quality is the issue. Given such a small tank, have you done a 50% WC? If the puffer died, it might released toxins in the water — run activate carbon to remove any impurities. Lighting is needed but I would look at the water quality first.
Yeah - those are severely insufficient for anemone keeping. I'd recommend you upgrade ASAP; the below options would be great for a 10G:

Ok but ich took over so I suspect that water condition may be sub-par. Since you haven't tested other params, why not do a "massive" (5g) WC and put a bag of AC in?

Unfortunately, as of the moment…I don’t have the budget for new lights, or a new filter. Is there anything else I can do for the anemone? All the corals I have seem to be happy under the light.
Can you expose the tank to direct sunlight for a few hours each day until you can afford better lights?
I don't say this to be rude or condescending, but you really should research requirements of the creatures you wish to purchase before adding them to your tank. If your budget is limited, dead anemones certainly won't help the situation.

I thought the anemone would do good under those lights…I’ve kept a condy anemone and a bubble tipped anemone under those lights before. But, as of the moment…what should I do with the anemone?…just leave it in the box and each day expose it to sunlight?
Yes, if the light is really only 1.5 watts each, 3 of them would certainly be better than 1. Sunlight exposure will hep too if possible.

Just get a different light. If you want an animal you need to be able to do what is necessary to take care of it and not skimp around.

I would check out the par 38 reef led's on amazon. They are very cheap. I found an 18w one but the link won't work.
