You could use a pvc cap slightly bigger than the foot and burry that in the sand.Not Dead or acclimating. It hasn't dug it's foot down in the sand yet, or if it has and released, It's looking for a more suitable location of light and flow to rebury.
When I introduce an LTA such as yours, I give it a hand by removing the sand all the way down to the glass, holding the anemone down in the digout and then backfilling around the foot.

Far from dead. With most any anemone- you have to avoid the extremes which are extreme light and extreme water flow. Too much water flow and they release and move as in the case of yours. Too little water flow and they head towards flow which is often the powerheads. Too much light and they hide and too little, they expel their zooxanthellae which is their color and energy source and soon they turn white and bleach at which point they are destined then to die.I have a one year old tank and just added an anemone. No rocks. You risk damaging the nem. Back filling with a bit of sand around the foot, enough for the flow to not take it, is enough.So I’m your opinion would it be a good idea to dig up the sand and put rocks around it?
This is bad adviseYes- unfortunately this is a typical behavior of a dead anemone I would suggest removing it from the tank as soon as possible to avoid alibi buildup
