Would a battery operated bilge pump do in power outage?

Seems a viable option for circulation, 200gph isn't to much for the 29. Snag up a battery operated air pump as well and your emergency kit is complete aside from temperature anyway.

World Wide Corals had a nifty idea for something like this when IRMA hit. look them up on instagram, and theres a post about it on there, im sure its online somewhere too

Wondering if this pump hooked up to a marine battery in case of a power outage would wok on my BC29?

You would be surprised the amount of stuff that can comes out of a boat and into the fish tank in a power outage. My aerator, baitwell pump, deep charge batteries hooked up to inverter to run a small heater all came in handy for that big snow storm a few years back, knocked power out for 3 days.
