Assuming you found this in the ocean in the Pacific Northwest, my guess would be Nucella lamellosa, the Frilled Dogwinkle (their color, shape, size, etc. vary greatly, but the links below have a couple of pics of specimens that look similar to this). They're known for preying on acorn barnacles and mussels.
