I have a 20g AIO and currently using what came with the tank in the media basket: fiberballs, gfo pouch, carbon pouch. I am also using a filter sock. I have no skimmer.

I am planning to get chemipure elite but other than that I am not sure what to get. I was also looking at phosguard but do you run that with chemipure elite? What should I put in the three media basket spots to replace the fiberballs, gfo pouch, and carbon pouch?

first layer you can go with poly fil or some kind of mechanical filtration, than the other two slots you cause use chemi pure or something similar with carbon and gfo and than some bio gems or some kind of biological filtration.

Is filter socks a substitute to the poly fil?

In some way yes because they are both mechanical filtration but with the poly fil you can place it on top of the media basket and easily change it out and it is super cheap. In a AIO system I see using the poly fil is a much cheaper and better option
