I drip my top off water through a quarter inch line and a dial type valve from an air pump like the one in the link posted above.

I use a John Guest and it is a ***** to adjust. Once it is set and running then you don't have to worry, but getting it there.....

I just got the john guest needle valve hope it does the trick.

You can do it with the JG valve, but that is really more of an on/off type valve. Usable for gross adjustments at best, but not really made for precise flow control. The ones I posted are a nice balance between price and accuracy.
