Live shrimp and crabs are illegal in Hawaii, so basically all I can get is dead things. Is there something porcupine puffers love and is good for them? I don’t have one yet, but I am planning on getting one soon.
What food do I feed a porcupine puffer?

Porcupine pufferfish don’t require live foods.
They would appreciate shrimps, clams, mussels, squid, etc. They like chunky, meaty foods.

Go to your local seafood department and get some wild shell-on or shell-off shrimp and frozen raw mussels and clams to help keep their beaks down. Your lfs probably has frozen carnivore food too. Just make sure any food you give them is raw, frozen, and unseasoned.
