what are some lights that can grow soft coral

i usually go the expensive route but i have wasted grands doing this, this time i think im going to try and buy 2nd hand (apart from the tank don't trust 2nd hand tanks)
so what are some cheap lights i can grow soft coral and maybe some LPS in a 21" deep tank

Noopsyche k7 pro iii. I have friends that have successful sps reefs under these lights. $150 or so, is the price range, and that includes the mounting arm.
