Vortech MP40 Making Noise but Not Spinning

One of the MP40 which I have had for several years is no longer working. When turned on, the dry side makes a revving noise, like something is moving/spinning, but nothing happens on the wet side. I have disassembled, cleaned, and reassembled the wet side, in addition to trying it with a spare wet side. Is the dry side just done?

It sounds like it might be a "stall"......blinking red light. Here's the video for fixing a stall:

No, the controller itself seems to be acting normal. It’s like the unit doesn’t know that it’s not working. After a few “revs” the dry side quiets down but does continue to make a constant quiet hum.
