If one already has cyano or hair algae etc. would installing a UV Sterilizer help to get rid of it?

It will help control it, but you’ll probably need to get in there and remove as much as possible by hand for a little while. Make sure the flow through the UV is proper for your size tank, increase flow to the sand, and so forth. I use an algae scrubber also, both great tools for me.

Might be some anecdotal evidence out there. Cyano usually goes as quickly as it came though. Usually due to a swing in parameters and gone once stabalized.
