Tank transfer advice?

Hi all,
I’ve got a 20 gallon reef that I’m upgrading to a 40 gallon IM Nuvo Pro. The 20 gallon is a little over 3 years old, have a scarlet skunk, peppermint, and one pistol shrimp, some hermits, a tailspot blenny, and a yellow watchman goby. I’ve struggled to keep the parameters stable in this setup, resulting in bouts of algae and cyano (less extreme now than it used to be).

I’m a little unsure how to go about it and am nervous about transferring anything over if it means bringing the algae and cyano problems with it. My thought was to take some of the water, and maybe a rock or two from the 20 over to the 40, but also add new rock and all new sand, let it fully cycle, then move everything but the sand over to the new tank.

Does anyone have pointers for this or things I should avoid? I’ve never done a tank transfer like this so any advice is appreciated!
