As I begin to administer my homemade CORAL SNOW I'm puzzled as to the chemistry of how it works and why I need to "mix" it in RO water when calcium carbonate is insoluble in water?

Bad things stick to it in your water column (see flocing, flocculent). Then you skim it out. Do it daily and you will eventually develop a white dust on all your rocks. I tend to allow it to skim for a few hours, then come in with my turkey baster and blow everything back up into the water column.

Do I want to develop white dust on my rocks or is that overuse? I wouldn't expect it to be a daily treatment? More like weekly or monthly?

Weekly is good. The white dust I don't think is good or bad so long as it's not disturbing corals. In my experience it doesn't disturb anything. Like I said, just turkey bast again after a few hours or the next morning. It will only leave your tank cleaner.

It’s meant to “polish “ the water by removing suspended particles
I’ve used it for years and haven’t noticed anything negative other than clear water
