Should I replace this bulkhead?

I bought a used 40 gallon breeder that needed to be thoroughly cleaned and resealed. I did a citric acid soak to remove all the vermited snails from the tank, sump and plumbing. The tank doesn't have any leaks but the citric acid bath may have broke the seal on this bulkhead. The previous owner used some type of glue on the return bulkhead. I can stick my finger nail under the glue so I'm worried about a leak once it's filled with water again. Should I replace the bulkhead? Looks like I would need to cut the plumbing as the elbow is glued to the bulkhead. Also should I upgrade the return jet for a y-dual return, or random flow? The tank will be for softies mainly and some LPS.
