Ruby Rally and Kick Ick - When to Skimmer and Water Change?

I'm done with the 3 day dose of Ruby Rally, and on day 4 which includes dosing Kick Ick. Today is my normal water change day, and on top of that, the skimmer has been off for 4 days already. When can I turn the skimmer back on, and resume my water changes?
