Reef Octopus Essence-130 water level is way too high...

I have a Reef Octopus Essence-130 and it's currently sitting at around 8 inches in my sump. I turned it on for the first time today, and the water level instantly rose all the way up to the top of the collection cup, when the manual says that the water level should be below the collection cup and near the neck of the skimmer. I've been adjusting the water inlet valve but the water level has only gotten higher. Should I just wait or am I doing something wrong?

So a higher water level is better than a lower one? Because your water level is higher than mine.
I do that for more system volume, I raise the skimmer to get it to function properly.
