Bryopsis can come in on anything from another infested tank, usually a rock, frag plug, etc.

A 60-second dip in the 3% hydrogen peroxide from your local pharmacy will kill it, although sometimes it can take multiple treatments. The peroxide will also hurt or kill any invert/corals, so be careful about it and rinse everything in used tank water before putting it back. The bryopsis should turn white and die in 2-3 days after the dip.

I would scoop it out (photo you provided) with the biggest spoon you have to hand and discard, anything you can remove manually will prevent any further infestation, I would turn of all filters pumps etc to stop flow in aquriam and remove it
