Protein Skimmer with ATO in Nano

I'm not new to reef tanks, but I am new to Nano AIO tanks. Anybody ever haver a problem with the protein skimmer causing the water level in the return area to fluctuate rapidly, causing the ATO to constantly start and stop? The float just keeps bobbing up and down.

Is the skimmer the cause, or is that an effect of the level fluctuating?

Well,first question is why do you need a skimmer ?

And secondly,yeah thats probably the culprit. But the ato sensor in the return chamber.
