Possible ich or bacterial infection

Picked up this Biota Yellow Tang from another local reefer, does this look like ich/a bacterial infection? It seems like the white spots are inside the fins.

This appears to be what is known as fin Ray issue and with good water quality and diet will help alleviate it. Off the top, I dont see same markings on skin/body. This does not appear to be lymphocystis which would be viral and reverts also to water quality.

Upon fallow, you can introduce. May be a reaction to medication but not of danger or risk to other fish

I see spots of mixed sizes - that can mean they have multiple causes, I can’t rule out that some of them are not ich.
Biota fish, straight from them, are relatively disease free. However, this fish, going through another person’s tank is only going to be as healthy as the other fish in their tank. I would always fully quarantine any fish coming from a tank with non quarantined fish in it.
