More info please. How strong is the flow? ph, calc, temp, type of lighting? Length of time you've had the tank?

Do they retract from too little light? If he has it on full spectrum for three hours I would think they would open.
If it's been running like this for a long time , I would suspect poor health due to lack of light.

I did note another thread where the op is dealing with Gha as well. IMO it's possible the combination of treatments may not have made the corals happy.

Been unhappy for a few weeks, as GHa issues resolved. Will increase light slowly and see.

Been running low dose GFO and carbon in dual reactor 9 months
Prob a good plan.
its a funny balance to have to hit. especially with so much contradictory info out there. The P04 causes algae, the white light causes algae etc. When IMO, corals and algaes actually need the exact same things to grow. Blue grows algae almost as well as "white", mainly becaue blue may contain a broader spectrum than we know from manufacturer to manufacturer,(kessil is an easy example), and white actually contains more blue than most realise. Generally 8000 to 14000 kelvin(the sun being a true full balanced spectrum at 5600k).
IME and research the best thing for alges are really removal and clean up crew, as well as herbivore fish(i actually have none).

Here's a pretty good example of this. https://www.reef2reef.com/threads/my-home-tank.296635/#post-3626579
Note his phosphate, and you'll also see its come down by about half.
