Can anyone identify this? It’s reddish brown….. short… and green algae grows from it. I use a toothbrush to scrub it off but the reddish brown base stays…

I would say some kind of turf algae.
Chitons, Limpets, Urchins, certain crabs and perhaps turbos would be good for removal imo
