No fish but high phosphate ?

My tank is currently fallow due to an ich outbreak a month ago.

I did a test for phosphate on Hanna checker and it reads .18 .
Nitrate reads .25

I feed AB+ about 2-3 a week for my corals.
Reef roids once a week

My TDS meter reads 0 for my RODI

My protein skimmer is more than my recommended tank size

my rocks are covered with green algae but not too crazy


How can I have high phosphate still ? I change 20% a week

Reef roids is often blamed for phosphates so thag might be something to ease up on. Water changes are not very good at removing phosphate, as the phosphate binds to the rock abs then releases when the amount in the water decreases (I think I'm describing it correctly lol)
