Nitrites repeatedly coming back...

I have a 40 gallon tank that I use to prophetically treat my new fish. It has been up since December. Usually fish are in there for 21 days, maybe longer if something looks off. For example, I have a female blue throat trigger that was in the qt for 35 days because I couldn't decide if it was sick or just hiding all the time (turns out, she's just hides).

My concern is the nitrites are typically only 0 for a short period of time. It initially took the tank 5 weeks to cycle using microbacter 7, the ammonia that comes with when it's a fishless cycle.

Then I moved in February, so I expected a reset. Since then, the ammonia is 0, the nitrite has been as high a 2, and the nitrate is between 5 and 15. In my DT, it only has not been 0 one time...

This morning the nitrite was .25, I put Turbostart in it; buy tomorrow night, it will be 0. Then it will be fine for about a week, then the process repeats.

After the last batch of fish, I had to wait about 3 weeks before the nitrite was consistently 0. I now have a cowfish and a watchman goby in there (for 4 days), now the nitrite is .25...

I have 2 brs titanium heaters controlled by Finnex controller, I have 3 pvc pipes, a Coral life UV, a powerhead, and an airstone. The filtration is a Tidal 55. What could be the issue?

As pointed out not really an issue.

For example in my reef NO2 always runs between 0.2-0.1…
