I do have a little bit of GHA on most of my frag plugs. But these green patches on my rocks have stayed just like this for a few weeks and have not gotten hairy. Is this coralline algae starting to form? Or is this all going to turn into GHA. Keep in mind it has been like this for weeks and not growing any hairy stuff.

Its film algae and of no concern. At this point if you find it unsightly, you can reduce white intensity and add some snails such as:

Astrea
turbo grazer
cerith
nerite
nassarius
