So I’m trying to set up a 75 gallon reef tank but I’m fairly new to saltwater and wanted to know the best budget options for my lighting if I wanted to create a diverse ecosystem

Perhaps define diverse ecosystem you have in mind. For example, I'm going to be lighting for SPS but likely not keeping any requiring high intensity yet want to be prepared so I don't spend twice. Can lower the intensity. Can't go higher than designed. Spend once. Cry once mentality.

Par 38 is more for a nano tank with less depth. Probably would be ok for low light corals mounted high but you would need at least 4 and still be very limited in what coral you can keep

What type of corals? Had an anemone in the 80s but no clue what lighting those actually need yet have read rather high intensity. Oddly mine lived several months before bad grocery store shrimp did it in.

Key is formulating what one plans to do and go from there because most likely going to recommend lights for Sticks based on what I've seen. As if the only reef tanks are Sticks.

I'm all for overdoing because I might change my mind but that may not be the case for you.
