Need help identifying critter, looks like tiny dragonfly

I know this may be impossible given the poor pictures, I will try to get a better one but wanted to start. There is a very small mostly translucent looking 'thing' swimming around, only when fans are on, when I turn everything off it sits idle. My clowns have picked at it a few times but won't eat it, and it moves a little when they do that. When fans are on , it looks to have 2 wings/ on each side, with a long tail and it swims around the top of the tank but like I said no movement when fans are idle and no water movement. It almost looks like a tiny dragonfly... I would say it is slightly larger than a misis shrimp.
