All whelks do have an operculum. All nassarius snails are also whelks. So nassarius snails have opercula and this feature alone does not differentiate them from carnivorous/predatory whelks.Does this snail have operculum? I think all whelks have it so that could be a clue. Unfortunately for me quality of the photo isn't enough good to take a closer look to it's shell.
There are so many different types of whelks collected/sold these days (including the few nassarius varieties that are safe for our tanks) that I wouldn't risk it. As you already know, the 2 larger ones are fine

The only real threat it (possibly) poses is to other snails...I put the other one in the old 5g to live it’s life out with the satanic damsel and the green star polyps
There’s 3 astrias in there so we will see what happens. The substrate should keep it busy for a while… hopefully
