Melenarus wrasse in QT, being bullied and missing pectoral fin

this melenarus wrasse has been in at for about a week with a pair of pink skunk clowns who have been bullying him. In order to get food to him I have had to overfeed the qt and keep dosing bacteria to keep ammonia down. Recently the bullying seems to be really bad as this morning I noticed his right pectoral fin completely gone leaving a red nub and some other redness around his body. What should I do to treat this? I can try moving him to another 10 gallon qt on his own or try medicating his current qt with the clowns.
Parameters in qt:
Copper being ramped up, at 1.2ppm rn copper power
Salinity 1.021 SG
Ammonia indicated as “safe” witha hue of green by the searcher ammonia alert badge.
I don’t have any sand in the QT as of now too.

Isolation will be key here. Best bet would to add a divider to keep the clowns who can be territorial away from, wrasse. When the time comes, add the wrasse to display tank first to allow it to find a suitable spot. Divider can be a do it yourself'er also using vinyl egg crate used for lighting grids

First - you don't need to 'ramp up' copper per se. Since there is redness, not only would I separate the fish into another tank (or put in a tank divider to your QT but this would not be the best choice) - you should treat with kanamycin per directions for the significant wound.

Melanurus wrasse needs sand. Melanurus is a sand sleeper. Mine spends 14 hours a night under the sand.

and it is recommended to use a tray of non-cancerous sand in QT tanks for them:)

You can get silica sand at Walmart or petco.

Those clowns will probably eventually lead to the wrasses death if left alone. He has no where to go to get away.
