At the very least, make sure it's filled with water at his place to be sure it does not leak.
You should probably Google all the equipment he's selling and judge for yourself if it will suit your needs.

Probably safest to buy new, but I have purchased used with success. If able to you should ask to see it filled so you can check for leaks.

Also worth looking for the manufactured date tag. Usually there is a tag on the bottom glass that says who made it and when. Depending on its age it may need a reseal.

I had my fair share of good deals and bad deals of used tank on my first year.
Make sure to check the silicone that its in good conditon. No big missing parts and bubbles.
Check for cracks on the glass specially on the corners and inside.
Check the stand and make sure its good conditon. Does it look like its leaning? Is it standing straight? If its mdf and its cracked, check if any mdf wood are exposed, if any i would pass as it will break and fall down soon.

Its more expensive to change carpet and flooring after 60 gallons of saltwater are on your floor lol.
