this is the list of fish and inverts i plan on stock in my mixed reef tank what are your thoughts?

If the Naso and powder and blue are small you will be ok for awhile but eventually have to get rid of them as they will get to big. I would wait at least on a year on the Manderines so that you get a good solid Pod poplulation. Alot of things people do is get them and they starve to death. If you are going to get corals I would avoid the Flame angel to many horror stories on them eating corals.

I'd wait on the mandarins. They eat pods and you need to establish a good pod population before introducing them. They are beautiful fish though. Edit* Looks like this has already been commented on.

I would think twice about any seahorse in a reef tank and especially no to a dwarf. They require very low flow and very specific feeding. If you MUST have a dwarf do some more research. Small tank, low flow and you have to feed live food, which means running your own brine shrimp hatchery so you have live food 3-4 times a day. Even the larger seahorses would not fair well with the stock you are planning. Weak swimmers, slow eaters. They would most likely starve to death unless they got sucked into your filter intake first.
The faster, stronger swimmers will eat all the food first. Also seahorses have no stomachs... Meaning you have to feed them 3-4 times a day. This means dirty tank quickly and NO time off unless you trust someone with your ponies.

i did not know any of this i may have to rethink the seahorse, the only reason i planned on getting one was because the wife loves them and wanted one

If the wife loves them (I can relate :) ). Set her up a small (tall) species only tank. Seed it with pods and you can eventually have your mandarins in there too. I would stay away from dwarfs though... Simply because of the feeding requirements.
General rule is 1 pr per 30-40 gallons although I've seen people be successful with less. Get her a captive bred pair that has been raised eating frozen food and she will be happy, happy, happy. In the meantime... Study up on them. Totally different setup than for other marine species. ;)
