Generally one infected eye will be due to an injury but with both is usually an infection or Neobenedenia eye flukes. Having bilateral popeye , may be a bacterial issue and treatable with Maracyn or seachem Kanaplex

Is the fish still eating?
If not, it may be too far gone to save, because eye issues like this take a long time to heal.

Usually, a single eye popping out is due to an injury. When both eyes are, it can be just multiple injuries, but it can also be from gas supersaturation (but that would start to affect other fish in the same tank). Here is a primer of fish eye health that I wrote up:

Eye sight is a problem for the fish to successfully feed. Didn’t make it. Thanks for the advise!
