Is my Picasso trigger dying?

My humuhumunukunukuapoa’a (Picasso triggerfish) has been hiding under his rock all day today and yesterday. He usually only does this at night, when I turn the lights off, or when I’m doing a water change. This is scaring me because he is usually out and about swimming 24h/day. He is a juvenile if that helps.
Phosphates: 15-20
Nitrate: 5-20
Nitrite and ammonia: not traceable
Salinity: 1.024
Light is in around 9 hours a day.
Only new fish are two baby clowns (got them a week ago and I doubt they are causing trouble to him)
No other fish are exhibiting any abnormal behavior.
No ripping of fins or physical abnormalities.

please help me, he is such a joy and probably my favorite fish out of my three tanks. I would be devastated if he died.
