Is it safe to use salt that’s clumped up a little?

Depends. It makes it hard to make a consistent batch of salt water since the clumped salt will change the ratios of the trace elements when you use clumped and non clump salts. You can add rice in a net bag to absorb moisture to prevent caking in a salt bag in the future. Basically your salt could be old and you’re better off buying a new batch of salt now

I left a 20lb bag of salt in my garage and the humidity ended up causing the salt to clump. Is it safe to break back up and use?
It's fine, just break up the clumps and mix them in.

Be aware that the salt will weigh more, so you will need to use more by weight to make the same salinity water.
