Is it okay if i dont submerge filter floss/socks?

Hi guys, i want to ask if its okay to not submerge filter floss like picture below? Or is it bad for the bacteria bcs its stuck in there?

Although the whole setup is not in the picture, it appears that the filter floss will stay wet and bacteria will find a way. A possible concern is that detritus will accumulate and cause the water to flow in an undesirable path (possibly even an overflow). Good luck!
