It's hard to tell because he has characteristics both would have, what's throwing me off is his tusk is a light blue, is this an aussie or indo?

Looks to me like an aussie, the pink tail is a dead giveaway. No matter what origin a Harleyquin Tusk is, they will have a bright blue tusk. It’s the Tail that is the most obvious sign outside of the origin of collection.
